施振榮建言課健康福利稅　邱文達：全民有共識就規畫 May 17th 2012, 03:11 〔記者陳鈞凱╱台北報導〕全民健保財務大洞怎麼補，宏�集團創辦人施振榮提建言，認為應該開徵全民健康福利稅，讓有錢人多負擔一些。對此，衛生署長邱文達今（17）天上午回應表示，十分敬佩施振榮的建議，新創稅制與未來三代健保的規畫不同，但量能負擔是正確的方向，政府是否要開徵全民健康福利稅，需要有全民的共識。
